After adoption of the law of Ukraine “On probation” on 05 February 2015, development of the new probation system has become one of the priorities to be included in the wider Justice Sector Reform Strategy in 2015-2020.
The expert David Perry has joined the team of the EU Project “Support to Justice Sector Reforms in Ukraine” to provide strategic advice to the Ukrainian policy-makers on development of appropriate probation system model. Mr. Perry is an independent consultant advising jurisdictions on the development of probation services in Eastern Europe, including Turkey, Croatia, Romania and Azerbaijan. Until 2005, he was Deputy Director General of the National Probation Service for England and Wales, the culmination of a career spanning over 30 years in probation.
On 17 February David Perry along with the experts of the EU Project “Support to Justice Sector Reforms in Ukraine” Michel Gerber and Iryna Zharonkina had a work meeting with the officials of the Ministry of Justice and the State Penitentiary Service of Ukraine. The both sides discussed main directions of expert support to the State Penitentiary Service of Ukraine. Specifically, development of prospective vision of probation service in Ukraine; defining a set of personal and professional skills in order to form qualification requirements and further, develop training programs for staff; finding out the mechanism of preparation and implementation pretrial report; development mechanism of preparation probation programs. David Perry stressed on a necessity to design the Concept for development and implementation of the probation in Ukraine from the point of its positive impact on a civil security.
On 19 February the experts met with the representatives of the Civil SecurityDepartment, the Main Investigation Department and the Department of CriminalPolice for Children of the Ministry of Internal Affairs of Ukraine. The representatives of the Ministry of Internal Affairs informed the European experts about peculiarities of probation system for the non-adults.
David Perry’s mission in Ukraine will continue till the end of March 2015.
