On 29-30 September, the Fifth Judicial Forum of the Ukrainian Bar Association (UBA), one of the most massive and influential annual legal events, took place in Kyiv. The EU Project “Support to Justice Sector Reforms in Ukraine” was among the Forum’s organizers.
On the first day the participants to the Forum discussed cooperation between the judiciary and the mass media.
The second day was dedicated to the constitutional and judicial reforms, recend trends in procedural law, judicial practice in different business areas and resolution of international disputes.
Dovydas Vitkauskas, Coordinator of the EU Project, spoke about formalisation of standards of proof for a more clear and foreseeable procedural setup in Ukraine. According to him, the Ukrainian appeals system also requires a better balance to ensure access to justice but also promote uniformity of practice.
“It is also important to establish good governance within the judiciary system. Judiciary self-governance is ineffective without proper performance management,” – he believes.
Dovydas Vitkauskas finally noted that the main trend in EU Member States is to ensure courts’ accountability to the society and other branches of power through transparent and results-based budgeting process.
